Ability to disable fighter to fighter data links/DL entirely

Howdy! With a massive DL update on the horizon. I think it would be very pertinent to have a special option to disable data link in its entirety for specific aircraft. In my honest opinion 90s scenarios in the viper especially on servers, cannot be played correctly due to the fact that with even with EPLRS=false links like IDM still provide interflight sharing.

In the past I have asked ED to change the historic mode from a binary option to a multipronged option.

The options would become

off

medium- which to the best to remove weapons and avionics that aren't available for a given period but allow us to use a module as long as the base type existed 

strict- this would be what we have now

I think this would fit into that request
