VREST page wrong VL weight

2.9 MT the VREST page gives a significantly lower max weight for landing than what is possible. 
See below, I started the landing pattern with 2000 lbs of fuel and had no problems landing, touching down with 1400 lbs

I've always wondered this, it seems to give a number that is much much lower than what can actually be landed with.

Is the OATC correct ? It says 31°C, which would correlate with the low F+W weight
