AN/APG-68/73 RCS Fluctuation Q

Reading the white paper and looking at the comments on RCS fluctuation. I'm a little confused and hoping someone can tell me if I have this right:

I think this is acknowledging that IRL RCS fluctuates, so in order to make detection range and probability more variable the RCS value will change randomly per dwell within a set range (according to exponential distribution). This is *not* saying that RCS in-game will now vary depending on aspect.

Have I got that right or do I need to has better math?

I'm not trying to be an ashhole, I know variable calculations can spike CPU usage if the parameters are too broad, so if RCS based on aspect isn't something that fits DCS right now I understand, I'd just like to get it clear in my own head.
