Ping issues. Increased + Ping Spike not coming down after re-established connection

Hi, just wanted to draw your attention to the following. 

If this post is a duplicate of an earlier reported issue, please mark it as duplicate and add the duplicate link.

I'm an admin at a community server and we run 8 instances over multiple servers. Our users are reporting higher pings and way more timeout kicks while they should be in a zone which is fine. 

What some users have also reported:
It seems ping spikes are not corrected as quickly as needed and a ping spike (which in essence isn't something "wrong" or weird) is only coming back down very slowly even though the connection established itself fully again and the reported ping should snap back down to the "actual ping". 

Obviously it's very hard to debug the network on our end, but there might have been some changes in 2.9 that cause the behavior as described.

I'll share my experience on patch 2.9 here, since I'm affected by this issue. I'm based in western NA, and frequently play on EU-based servers. My ping to the servers in the server browser is what I'd expect (40-90ms in CONUS, 130-150ms connecting to EU servers) across the board. However, once I actually connect to the server, my displayed ping in the scoreboard essentially doubles from its value in the scoreboard. For example:

Connecting NA->NA: ~70ms in the server browser, ~130ms in-game once connected to the server.
Connecting NA->EU: ~145ms in the server browser, ~280ms in-game after connecting.

As @dutchie_031 mentioned, this already creates issue with servers that have reasonable latency limits of, say, 350ms, as any spike in ping will easily cause my connection to exceed this value. Additionally, I have also seen the issue mentioned above about the latency spikes 'persisting' for a long time (even if the actual ping should already be back to normal), causing me to often get kicked from EU-based servers.

Additionally, it seems like the ping displayed for other players changes when they reslot. Without having tested this properly, we have seen the pings of player B double and triple on player A's scoreboard when player B reslots.

Same here. 
don’t know what my ping was before or after, but tonight I lost the screen a couple of times and then got kicked out. Nothing intensive either. Just me alone on a multiplayer server, running Caucasus and flying some canyons. Used to be no problem before 2.9.

 The only charge to my setup is DCS, which changed to 2.9.

I started having the same issue right after 2.9. Connecting EU server, having an average of 80-100ms in game. (It was same before 2.9) After 3-4 mins i get kicked out of the server due to high ping which i believe because of a ping spike (max 350 i assume). Never happened before 2.9.
My location is Middle East. I have tried NA servers with the same result.

The most i could think of was in game voice chat might have caused this issue. 😕

I don't think it sounds the same, but could be related.  To save people the trouble of going to that thread, the behavior is as follows:

1.  Server browser ping is 200, for example.  Join server.

2.  Observe ping is 200 while in the lobby.

3.  Join slot and ping is now double, ie 400ms.

I would not describe it as a spike, which is where I think this issue is different from the linked issue.  The ping doubles upon slot-in and remains double the normal ping for the remainder of the session.
