fixed Emergency jettison button guard key bindings bugged

Both the "Emergency jettison button guard - CLOSE" and the "Emergency jettison button - OPEN" act as toggles in that pressing either will open the guard when closed and close the guard when open.

Tested with 2.9.0.46801 in the CE and EE, not in the BE.
