IFF code with 0 in the second digit

It seems that F15E dosn't accept a "0" value for the second digit (typically 6021 is refused 6121 is accepted).

I didn't try to load "0" into the other digit of IFF code.

IFF modes beyond mode 4 don't exist at this time.

while it's clearly still WIP, the IFF screen on the UFC did get included in the latest openbeta (though it does seem to be cosmetic only)
and I'm also seeing that it doesn't seem to allow 0s on any digit for M3 currently.
