reported F-16C Markpoints created with VIP are offset

When creating a Markpoint via the TGP while looking at a target that has an offset set with VIP-TO-TGT, the Markpoints will be created with an negative offset equal to the bearing and distance set in the VIP-TO-TGP menu.

Steps to reproduce:

1. select IP Steerpoints
2. create offset top Target (LIST->3, enter offset here, make sure VIP-TO-TGT is highlighted via M-SEL)
3. Switch from IP to the TGT (bottom right on the FCR or TGP pages in the MFDs)
4. Switch to TGP, look at target, create Point track (Optional)
5. Dobber Right/Return to
6. Create Markpoint via 7 -> TMS UP -> M-SEL, to select steerpoint.

Result: Markpoint is created at the Location of the IP point. Expected Result: Markpoint is created where the TGP is looking.
