fixed C101 Instant Action Mission Weather

All instant action weather presets are broken. I.e. the Caucasus hard landing mission has 1800ft minimums in the mission, however visibilty is less than 20ft.

Updated "landing hard" and "landing extremely hard" quickstart missions. They will be available in next DCS update for third parties.
