unable to assign button to "Flashlight" command

Whenever I try to assign a Keyboard combo to the "Flashlight" command in the controls settings menu, it will be marked with a red exclamation mark. Even when I delete the combo, the mark stays next to the assignment, and any assigned button will not work. This even happens after resetting all keybindings in all modules.

I was able to map a mouse button to this. If I recall the red exclamation mark indicates a missing modifier that had been previously assigned.
