Is the Navigator even being worked on?

Promised several years ago and still not released. I personally have take the Mosquito off my computer until that is completed. Let's at least have an undated post on :

1. is it actually going to happen, if so what percentage is completed.

2. projected release date.

 

neither of the 2 questions should be that hard to answer after two years.
