My brother and I were fed up with the horrific FPS in other multiplayer servers, so I made a mission with just 2 MiG-21's flying right at us to practice getting a radar lock and hosted it myself from the multiplayer browser (meaning NOT a dedicated server). We tried for 2-3 hours to pick them up on radar with zero luck. We tried putting tankers out and that worked, could pick those up. We then tried a MiG-23 and F-15's without any luck again. The F-15's were on the same team as us, so I told my brother to hit the IFF switch so he could see where they're supposed to be on the radar. We had everything dialed, antenna elevation (same flight level, also tried being a little lower than them), 2 bar scan, 1 bar scan, no luck. We were scanning the sky exactly where they should with the help of the IFF and could not find them.

This is where the revelation occurred. I thought there may be an issue with the radar specifically when hosting a listen server (not sure if this is the right term for DCS, it's a hold over from my Source engine game days. By listen server, I mean a server that I'm hosting through the in game multiplayer browser). Back when the Apache was hot and fresh, there was a bug regarding engine power. If you played on a listen server, the Apache's engines would be MUCH weaker than they should be. I thought this may be affecting the radar on the F-4 and it seems I was correct. We booted into the 4YA training server and tried again. We instantly were able to find, lock, and fire upon targets with the radar with no issues. I'm very unsure as to why we could find the tankers but not fighters. It just simply did not work. We couldn't ever see the fighters on radar, even for a second.

While trying to use the radar on my private server, we also noticed the FPS was suspiciously too good, like it almost wasn't even on. This may be entirely unrelated to the issue at hand since we were playing in a scenario with only 2-6 aircraft at max. If it matters, we started the mission airborne. We did not do any sort of cold start on the aircraft.
