Precipitation option for SCT and BKN

The new weather system is unable to create weather commonly found (especially in Marianas) where there's sunshowers or scattered showers with scattered or broken clouds, and good visibility. The closest preset to this would be "Rain and Overcast 1" however it is too overcast, too heavy rains, and too poor visibility for sunshowers.

Yes we need to be able to set the precipitation chance and humidity for all weather presets.

A couple updates ago we got four "Light Rain" presets which are nice, with better visibility and small pockets of rain, but the cloud coverage is still too dense for sunshowers and squalls.
