Terribly unstable framerates even at low graphics settings

Running at low graphics settings on my 4070Ti Super, the supercarrier causes horrendously unstable framerates, jumping around all over the place from the 70s to the 140s and everything in between. Looking away from the carrier they become more stable in the 200s.
