Getting the ground crew to establish ground electrical power does not currently do anything.

I think it should power up the AC Buses and therefore power up the aircraft.

Indeed the Ground Power feature is still being worked on. But thanks for bringing this to us. 

The Ground Crew connecting ground power is a DCS core feature but, currently, it doesn't really power the aircraft electrical system.

In my 10 years of operating the Chinook, I have never used electrical ground power in order to startup. It's basically nonsense in a Chinook, because a Chinook has an APU. Also, you can't use the ground power for anything else but power the electrics. You can not start the engines with just electricity, you need hydraulic pressure to start the engines.
