reported Automatic and other electronic countermeasure programs no longer allows customization after update this week

It appears since the latest update (DCS 2.9.15.9408) this week that I no longer have the ARM button available to customize any of the automatic or semi-automatic programs in Electronic Countermeasures in the F/A-18. Was this intentional or a bug? I didn't see anything mentioned in any of the recent changelogs.
