investigating S3 Viking Not Responding/Dropping Basket

S3 tanker has this phenomenon from time to time that it would respond for the "Intent Refuel" callout but as soon as we request the basket it doesn't respond or drop the basket. Tanker altitude 6,000 ft.

Hi, 

the video is unavailable, do you have a short track replay of the issue?

Its worth mentioning if the S3 is low on fuel, defensive or RTB it may not respond to tanker calls.
