Russian Federation has blocked a bunch of websites without good reason in the past, like Rumble and Bitchute so maybe they were messing with DCS. Like you said, who knows. DCS rents host servers for their purposes. sometimes if care is not taken, other sites will be blocked too. sort of turning off water for a city block for one tenant of one building being a bad guy.
