The center position of a FFB stick (I have the Moza AB9) is at least 70% forward on the A-10C II which makes it awkward to use in a home cockpit.  I believe the stick moves to that starting point because of the way the position of the Y axis is represented in the controls indicator in game.  However, the F/A-18C has a similar controls indicator layout but the starting position of the FFB stick is not pushed forward at all.

That's how it's supposed to be. Same thing is in the F-5, although F-5 does have a "Special" option to enable/disable this whereas A-10 does not, but it doesn't make it incorrect.

Yes, ideally it would be like that in every fixed wing module, as that’s how it works IRL: there’s a lot more positive pitch travel than negative pitch - for pretty obvious reasons.

Depends on your setup. Mine accounts for that, as it’s one of the things that gives added value to using a FFB stick.
