So one of the great things about the Harrier is that it can take off from anywhere really. I setup a small FARP/dirt strip on the WW2 Marinas map just to have some fun. Problem is, there's no ground crew to remove the chocks for me now. Doesn't matter if engine is off or not. Would I need to add in a random ground crew to resolve this?

Yes. Add an "Invisible FARP" to provide "ground services" with perhaps appropriate (NATO) ground vehicles for rearming, fuel, radio com's, etc.

More details in this video and similar

I needed to add an "LUV HMMWV Jeep" to the "Invisible FARP" to get staff/radio com's to add/remove chocks from the Harrier.

This post goes into more detail Re: the JF-17 but the Harrier is similar

Tested using a cold start AV-8B and the WW2 Marianas map (mission date set to 2012), DCS 2.9.21.16552
