Should AI aircraft be allowed to turn ECM on the ground?

I notice in some of my missions AI aircraft like the MIG-29S are jamming me with ECM while still taxing to the runway. Should their jammers be effective on the ground, and should I be picking them up over 80 NM away?

Seems a silly situation to me .... be interesting to see how they keep there jammers cool on the ground as well.

Their jammers are incredibly impressive, they have power ever after the pilot shuts down and is at the local bar. AI behavior and jammers is a little on the sub-par side of things. AI friendly-fire incidents seem to increase in the presence of jammers and they can't seem to find the "off" switch.
