Padlock Missile

Ok folks, I've got Padlock enabled in options but when I use Threat Missile Padlock (Ralt+numdel) or All Missile Padlock (Rshift+numdel) after receiving missile launch warning, the padlock doesn't work. What am I missing? Thanks.

When you press the corresponding combination while in the control options does the list automatically jump to the correct entry?

yes it does. I have these keys mapped to two separate buttons on my joystick and when I press it in the control options menu, it jumps to the proper command.....
