What hapened to F-15 short range radar modes?

F-15's radar gun mode, borsight mode and vertical scan seem not to work without extreme insistence and even then they seem to lock the first time only when the target is directly ahead (VS). About 50% of the times not even aiming directly at the target works... what gives?

I recall that they had fixed something that provided for instantaneous VS lock on. Evidently- that behavior was not correct. Don't know what other parameters were adjusted- i.e. range, etc.
