Sure, an F-15C can easily out-turn the 27 under the right circumstances. Not a problem there. The 27 pilot wasn't playing to his advantages and got shot down. Too bad for him. It's as easy to kill flankers in eagles as it is the other way around. It all depends on the pilot understanding the strengths and weaknesses of his bird and that of his opponent in a complete and well educated manner, being able to judge the opponent's energy, and his own, knowing what to do about it, and having a plan.

In acm with my good friend we find the Flanker still out performs the Eagle in a low and slow fight.

In the video, it looks like the F-15 did a sharp turn, momentum high AoA, shot and relaxed the stress on AoA, as we can see him continuing his turm but with greater radius (or lower °/sec).

But is that possible to perform instantaneous high AoA turn like that at such altitude? The guy should have been very limit to the stall! And achieved to touch the opponent... Good game!

Yes it is possible. You can burn speed for a lot of turn rate even in an F-15. You can turn harder by doing so in a Su-27 than an F-15, but if the F-15 pilot is playing a higher speed game, he'll just always have more energy to turn with.
