I would try to reintall C++

http://www.microsoft.com/de-de/download/details.aspx?id=14632

When that's not working, then consider reinstalling direct x or check the periphery manager if there is an exclamation mark somewhere.

PC: Asus P8Z77-M Mainboard; Intel i5-3570K (4x3,4Ghz) mit Scythe Mugen 3 CPU Kühler; 16Gb Corsair XMS3 1600Mhz; Nvidia GTX570 1280mb; Samsung 830 SSD; Samsung HDD

Well,

File is here: http://www.chip.de/downloads/DirectX_13002926.html

Download and install.

honestly if its not c++ or direct x I dont have a clue.

As you can see on that thread:

http://www.forum.lockon.ru/showthread.php?t=85139

There has been a hard core mod on c++ where you had to donwload and install every single package in order. But I would consider a complete reinstall of the dcs software as I don't know the specific source of the problem. Did you check you device manager?

Edit: As I just saw: Reinstallation did not solve the problem there either. 4 times of windows reinstallation where required...Seriously? We need to find the source for that problem, but I am the wrong man for that, as I am not into programming.

0xc000007b errors mostly suggest a hard drive controller issue, or a 32bit/ 64bit file mix up in your system.

run chkdsc and or try running 'Dependancy Walker' to determine if your system is trying to run 64bit DX files in a 32 bit environment, or visa versa

May you consider another registry cleaner, as I don't trust that cleaner advertised on my source link. I get linked to somehow maccleaner, because I am on my macbook. I hope it works for you. Check for viruses first!

If that does not work, you could try to repair write permissions on your hard disk, maybe that will change anything. About time for someone more skilled than me to join the discussion... anyone?
