2. In sim, is it possible to uncage the Aim-9 seeker head to lock it directly without using radar?

Yes you can do this in FLOOD mode in the F-15C with an Aim9.

 

Press 6 to enter into FLOOD mode with Aim9 selected when the target is within range. Then place the small circle on the HUD over the target (maneuver aircraft).... Aim9 will confirm it see's the target... fire!

Yes proximity fuses are implemented for varies missiles in the sim and they were adjusted for FC2 - IIRC the fuse range set for the AIM-120 and R-77 is ~ 15 meters(50 feet).

Couldn't find this in the manual - am I correct in thinking the maximum effective range of the aim-9 is 2nm? Seem to remember this figure from my Falcon 4 days :D

Depends on altitude/closure rate etc etc. 2nm at sea-level against non-maneuvering target at a decent closure rate is about in the ballpark.
