Open the briefing on a mission and on the right side of the screen you will see something like

START 001 / 12 : 00

the time is standard 24 hr clock, so have fun and try to set the time for sunrise or sunset. See what it looks like just before sunrise as the sky gets light before the sun comes up. Use the weather menu to maybe add some clouds, mist, change visibility distance, etc.

The 001 is the day of the month. Why change the day on a nighttime mission? It changes the moon, try changing it to different days and you will see full moon, half moon, no moon, etc.

Check out this thread about TekaTeka'a realistic moon Mod and you will see pictures of what I mean.

The Briefing Screen, as everyone has mentioned, is the place to change the date/time for the mission. But if you're building a mission from scratch, you set the date/time for the mission at the top of the Coalition screen. Too bad the date/time doesn't "Save" along with the coalitions themselves. It defaults to Day 01, 12:00:00 for each new mission.
