Bullets Do little damage

Hi, We flight a mission were we got a lot of infantry, we find that GAU-8 HEI rounds do very little damage, some soldiers recieved 7-14 hits and still lived.

 

Well, thats perfect for that mission, they supposed to be zombies :lol:

 

But we think that soldiers with one or maximun two hits of 30mm. HEI rounds must be enough.

Could they have been at the very edge of the HEI's explosion radius? IIRC fragmentation is not modeled, so damage would have to be based on explosive force.
