Just adding my 2 cents, forgive me if it's the wrong place: 23) Mortar squads appear to be unable to do indirect fire even when a target is designated by a JTAC. Mortars should not require line-of-sight, they should be able to fire over obstacles (terrain, buildings) I was also surprised at the apparent lack of targeting guidance for the M109.

Single player, multi-player (which server), any specific map/mission editor settings? I just tried in an instant action mission with the Hip and it works for me.

Are you sure you selected a SAR helicopter slot? I tried it out yesterday for the first time and had the same issue, only to realize I was flying a firefighting Hip. Later switched to a SAR Hip and it worked (although my skills were a bit lacking)
