Уже хотел писать в техподдержку, но попробовал вариант ниже. Я вырезал свои миссии из C:\Users\Admin\Saved Games\DCS и сохранил их в другом месте. Папку Campaigns оставил. После этого создал миссию, при сохранении выбрал папку C:\Users\Admin\Saved Games\DCS\Missions и все заработало.
