You need at least one mission in the serversettings.lua list. Then the server would fully load and you'd be able to edit the list.

Yes, I have no problem restarting a single server with the command-line argument, but it seems to be that ROC doesn't differentiate between DCS.exe process instances. Should I create a carbon copy of DCS.exe for the second hosted instance?

Does anyone have a suggestion about using this with multiple server instances?
