All the info you need is in that toggle switches thread. DCS has no easy way to implement toggles natively. You will have to edit your input lua files and make special binds.

There are no restrictions. ED is a foreign company based in Switzerland. See their press releases signage.
As has been said previously, early Su-27s have long been declassified with plenty of documentation and flight manuals available. ED are just reluctant to upgrade FC3 aircraft. [emoji22]
No, it's not. Don't worry, parcels can take different routes and encounter different snags. I order tons of stuff (I am in Moscow) and it happens pretty often. Anyways, no cause for concern just yet.
It's normal for tracking to not update up to 14 days. Even longer than that with the Covid situation. My package from France to Moscow took 48 days when usually it takes about 12. Patience.
FTP is more complicated than a simple web file manager, though. I would go with something that only requires a browser and a link to the upload dir. HFS does that, more or less transparently.
I use HFS File Server to provide a small additional web interface for the servers. It has ACLs to allow downloads but restrict uploads to authorized users. It provides tacviews and tracks to interested pilots during debrief too.

It is pretty clear the OP wants to simplify and not to complicate. This control panel passthrough to main dcs site is much less useful when you don't have upload functionality.
