I saw this video. BTW it shows an old LO bug. When the Ukrainian Mig loses his wing the UA markings and camo turns into RuAF one at. You can see it:P

According to my data it was Slobodan Perich, flying Mig21. he was downed after his kill by Dutch F16AM. He ejected safely.

As for ratio data I don't believe US claims at 100%. Why? I'm based on the Korean War when USAF overclaime became unbelievable! RU official data of 64 Air Corp: 651+181 F86 downed by Ru + Chinese American Data - only 103 !!! Do you really think that situation changed? I hope so, but...

Do you really think that these situations took part constantly? I agree - e.g. the fight on 30 March'99 when 4 F16AM engaged 3 Mig29 that had just taken off from Batajnica. But the fight on 24 March with major Kulachin? or with major Arizanov and Milutinovich? Theirs fights shows us the other picture
