For dedicated servers check you have inside DCS Dedicated Server folder from Users/Username/Saved Games the same files inside Mods/Services and Scripts/Hooks than your usual Saved Games/DCS Folder the instalation is placing. Also make a rule for 3000 and 3001 on your Windows Firewall

It´s working for me already. Check is installed in the Bin folder or the Bin MT folder you are using. Maybe worth reinstalling it again
