For 3d painting you can use anything
Paid route - Substance Painter
free route - Quixel Mixer , bit like SP but free
paid Indie - Armory3d/Armorpaint

From 2.0 > 2.1 I don't think you need to delete the old key bindings.

For 3d software you have -
3ds max - Official plugins
Blender - Unofficial / community plugins
Use what you are comfortable using
2d - anything that can save in dds format . Photoshop / Gimp/ Paint.net
Like Zeagle said, start off simple then work your way up.
For the lua side download a few mods and look in the lua files to see how they done it.

Time is -100 > +100 with an FPS of 100
0 > 100 is normal animation
press auto key animation > Move slider to 25 rotate the wheel 1/3 press set key. repeat for 50 > 70 > 100

And when it gets in game everyone would use it so carrier ops will be limited..
It's already animated for about half a year now I think.. Might be longer... They just need to make the code for it.
