I've been flying the MIG21 on one of the multiplayer servers that has the Mi-28 helos buzzing around Senaki at about 1500 meters alt, and I've never managed to get the helos to show up on the MIG21 radar.

 

There's nothing else in the air, I am approaching from about 20km out at about 500m alt with no mountains etc in the background and the helos are in 'clear space' from my viewpoint and altitude, but they don't show up on the radar. Are they just too small or is there some target-speed filtering going on?

You can active a "Low Speed Target" filter, which might or might not help against helos.

 

However, after a lot of research I came to the conclusion that the real radar is pretty much useless below 1000m AGL. You can try to come in just slightly below the helicopter, but at such low altitudes the radar will have trouble finding the target and it definitely won't be able to maintain a solid lock.

I had the same problem and I used the Low Speed Filter. It didn't work. Helos just don't show up on the radar (at least not below 1500m alt).

Intel i7-12700K @ 8x5GHz+4x3.8GHz + 32 GB DDR5 RAM + Nvidia Geforce RTX 2080 (8 GB VRAM) + M.2 SSD + Windows 10 64Bit

DCS Panavia Tornado (IDS) really needs to be a thing!

Another thing you can try is to use the Low Altitude Radar modes.

When elevating the radar by 1.5° you might be able to pick up the helo at 1500m when you are flying at 1300m.

Rotor doppler return is disabled AFAIK. Impossible to do anything against them in case there is any SHORAD in the area. Even in an F-15C you have to fly extremely low and you have to know where they are to actually find them, and then usually everything will miss apart from a few AIM-9s or your Vulcan shells.

I took down two Huey's flown by players with the help of AWACS. When they were above 500' AGL the AWACS was able pick them up. As I got closer they gave themselves away by firing their miniguns.

 

Make sure that you are lower than they are. This makes spotting them easier.
