Actually, he is probably referring to the types of setups found in some large malls where you pay a fee to fly a 'flight simulator' for ten minutes (or something along those lines).

Any sim that is open to public for money.

 

Why don't you have one? Well, I don't know! Find a suitable place, build it, register LLC, get licence and start your business ;)
