External cargo camera not working with radar altimeter off

What the subject says: when the radar altimeter is disconnected, the external cargo camera will not show. Is this WAI or a bug?

I have reported it.

 

If you turn the radar alt on and then off it will work so there must be a bug if the radar alt is off at the start and it is not working.
