Because I don't believe they actually added it into the change log when they changed it. It's better that we have the flares we have currently or that we have the older flares? Personally, I never really noticed an FPS hit with either, but I'd rather have flares that look more realistic. That's what I feel they've replaced it with. A paraflare-type-model.
