The flaps are not controlled by the pilot, and if they exist, they're part of the FBW system.

 

Yes airbrakes above and below the wings.

The Mirage 2000C has no flaps but it has slats instead. They normally work in an automatic mode, controlled by your current flight parameters. However, for checking them, you can extend and retract them manually if you so whish.

There's a keybind for flaps up/down, but I think that's just untrimmed cruft from a stock template. I expect it will be removed prior to completion to avoid confusion.
