I set up a misson with an SA-10 site, and an SA-19 defending an airfield and comm centre.

I have four F-16's doing SEAD from 25000ft up to get the range, they can kill the search radar no problem, but they never attack the tracking radar and the site is still able to launch missiles, I've even made them attack specific units but they always ignore the tracking radar.

So my questions are this, is that right, should the SA-10 system still be able to engage targets if it only has a tracking radar and no search radar, I can see that it may be able to engage targets it is already tracking, and secondly why would the F-16's totally ignore the tracking radar, and is there a way to get them to attack it, I have explicitly targeted it already.....

Since you know the location of the radar try having them attack using a different stand-off weapon. SDB perhaps.

Well I was hoping to have them use their HARMs, just for speed.

The question still remains though, should the SA-10 system still be able to engage if its lost its search radar?

I thought it needed to first find something on search, then hand it off to the tracking radar.

I've tried having one of the F-16's carry some GBU-12's and bomb it, and I've checked the box that tells it to attack from high altitude, to keep it out of the range of low altitude SAM's and AAA, but it insists on flying low level because that radar is still there.

It's clearly an AS (artificial stupidity) issue, if they actually did as I've told them there would not be a problem, the AI is clearly broken, I just hope ED fix it some day.

I experienced a similar issue in my of my campaign missions.

The workaround I ended up using was having each one of the F-16s as a separate group, using "follow" to create the illusion of a single flight flying in formation. For some reason, the Falcons did not want to engage the entire SAM group as a single flight.

I gave each F-16 its own set of 1 or 2 targets within the SA-10 group and a few mavericks (was having a similar problem getting them to engage with HARMs/GBUs) and they managed to kill the entire site. It was definitely an uphill struggle though!

Good luck :)
