Is the steering bar working properly for TACAN?

In the screenshot, I'm trying to approach the Kobuleti TACAN on the 64 degree radial. Since the TACAN station is bearing about 76 degrees, I would think the steering bar would direct me to the right in order to intercept the 64 degree radial. This doesn't seem to be the case. It seems to be steering me to some point after the airfield. Been a while since I've used the A-10C so is there something I'm missing here?

Yeah TACAN is broken and has been for a while.
