RKL-41 ADF - middle switch position

Is it correct that the RKL-41 ADF outer-inner beacon always has the middle switch position offset by 2 units from the displayed frequency?

Bug still appears.

 

Selector "click position", "visual position" and "value position" don´t match.

 

Example: Selector: value "3", "click point": "8", real value for RKL navigation "5"
