Batumi ATC nuts

I have created a nice mission. I take off on runway 31, against the wind, which is coming from the beach. Windsock clearly shows wind coming straight against 31. Perfect.

 

Now after returning from mission ATC forces me to land on 13, and turns out to be a landing with tail wind. 20Knots blowing in your back does not make sense.

 

Is this a known bug?

No bug. Some airfields have restricted approaches. Batumi is one of them due to the terrain to the NW.

Never had the patience to use atc. Compared to the "other" ATC, these controllers seem like they are taking slow pills and doing shots of stupid.

Real Batumi prohibits RWY13 takeoff for all airplanes. Helicopters permitted.
