Yes, that's reasonably how it should work (well… sort of). But it doesn't.

 

What the labels need to say to reflect how DCS actually works is:

• Easy communication enforced off (per the mission-maker's local difficulty settings)

• Easy communication enforced off (per the mission setting)

• Easy communication enforced on (per the mission setting)

 

The first case can be compared to the Wake turbulence setting a bit further down. It has a shaded tick in the value box, reflecting how it is set up for the person currently tinkering with the mission in the editor (you have it turned on in your local settings). So in the same vein, that should be read as:

• Wake turbulence enforced on (per the mission-maker's local difficulty settings)

 

The first checkbox isn't really a choice between “enforce / don't enforce” — it's between “enforce the setting in the right column / enforce mission maker's local settings”. It's dumb as hell.

 

But this is a tangent to the current discussion — it's just worth mentioning that adding options has unintended consequences as far as MP gameplay goes. I really don´t get it. the OP is asking for a new option, Not trying to dictate how other people play. you want to know your position activate F 10 map with all options...

About enforcing options, play with like minded people. Do not expect to come to my server and in the name of liberty demand your options or way of play.

If the server admin wants people to have to work to know where they are, it should be doable. And if you don´t feel confortable or feel someone is dictating How you fly,do not join that server. There are lots and lots of different servers...

The problem with the enforcement logic is that you can't give people that liberty even if you want to.

I expect to be able to give you the liberty of picking the option you want on my server, but I can't — the game simply won't let me.

 

This limitation causes all kinds of problems for multiplayer, because the line of reasoning of “if you don't like it, don't use it” doesn't apply. You get restricted in ways you shouldn't be, which causes you to not come to servers that would gladly have you and would gladly offer you the option to play the way you like it. But that option simply isn't there because the game is bugged.

 

Consequently, implementing the option isn't as neat and as clear-cut a solution as anyone would like, irrespective of which side of the matter you're on. This one long-standing bug very messily and unnecessarily punctures the most obvious avenue of solving the issue.

Yes, that is how it should work, but doesn't. Why the big need to be fixed first or it is not usable for anything.

 

We need more choices to the settings and they need to be based on to mission file, not on designer personal settings (which is illogical).

 

It would anyways be better to switch to a drop-down list in each setting than keep two checkboxes that just confuse people.

 

Just label them as "Disabled", "Player/Client setting" and "Enforce".

Yes, this definitely should be an option to chose. In one hand it's a good aid for training / beginner-friendly servers.

On the other hand in more serious servers having an omnipotent GPS available for every aircraft is ruining any navigation challenge and navigation systems. 

Especially considering the fact even less realistic flight simulators have an option to rely on navigation systems only which doesn't seem to scare typical users.

 

Using INS, TACAN, RSBN, beacons, Doppler, visual, radar corrections etc. depending on aircraft - is fun.
