Simple question on way point height designation

Why is it when attempting to set a way point on the ground by using the ground level option and putting in zero it always changes to 98 ?

 

Did this for a series of way points then used these points in the mission as designated target points for the F18 using JDAMs they all missed the target by a few hundred feet?

 

If you take the cursor height and select that height in the above sea level option the number always changes by about a hundred feet after you enter it?.

Because waypoints (for aircraft!) if set in AGL default to a 30m 100ft safety margin. If you use MSL and set it to the terrain elevation or below it should go to the terrain elevation value. Don't switch to AGL.
