Take a look at kneeboard builder. It allows you to put a PDF on your kneeboard and view it in the cockpit or in VR.

I asked for same advice not long ago. But none of the solution seems ideal to me so far...

I'm recently learning the A-10C. It happened that the manual has a well consolidated HOTAS mapping table in 4 pages. So I added those pages into the kneeboard, using the tool TWC_Alamo has mentioned above.

Not great as it is static, but it solved my 10% of the need. As to my rest 90% need, I'm still waiting for a good solution...

OVRdrop is pretty good. It can put a desktop monitor in a window inside your game, and make it disappear when you look away from it, or turn your controller upside down, etc.

A bit fiddly to set up but worked pretty well.

Oculus dash is very nice in theory. But in practice, to run dcs I need to be in full screen mode (otherwise mouse will go out of dcs window when clicking to the sides)

And as long as dcs is in full screen mode, impossible to use occulus dash ...
