What happened to the /aircraft/modifiers.lua file?

I'm trying to create a button modifier to register additional button inputs but I can't find the modifiers.lua file in any of directories under Save Games?

 

Was it removed recently?

I find 3 of them in the game folder structure under \Config and they all seem identical. But you can add modifiers in the game under Options/Controls. No need to hack the .lua files
