Went for a spin on the Caucasus right before nightfall. Ran out of daylight and radioed the nearest airport that my plane had a channel to (Maykop) and got the heading and mileage. Flying in complete darkness in the P-51, never saw any runway lights come on, and simply couldn't find it. Passed the point several times with navigation assistance, tried different altitudes etc. Nothing. Pitch black. Had to bail.

I read that night lighting on the Caucasus map was bugged, and that a plane had to be at the airport at the start for it to work. Is this still the case?

Did you flight in singleplayer or multiplayer? In Multiplayer there are a lot of problem related to the runway lights. In Singleplayer should works normally after contacting ATC.

Just a regular single player flight. I thought it may have been something to do with the alitutude because my initial pass was about 5k ft. Dropped it to 2k on the 2nd and still nothing. Was playing in VR and flying a custom mission free flight I created a while back. Maybe that had something to do with it. But in any case, it stayed pitch black. Absolutely couldn't find the strip. Radioed inbound as well. Weird.

Did you call Inbound? I thought that was what got them to turn on the lights.

You have to call inbound, that's right.

But the REALLY WEIRD THING is that you have to contact ATC in the Caucasus, as

in Nevada and PG you don't have to, in order for the runway lights to be on.

Also, and especially those Caucasus runway lights are extraordinarily dim.
