I want it to stay in sleep state and not showing menu on screen. It is very annoying..

How can I start DCS without bothering the Oculus program? But I want to use Rift S.

Two ways.

Stop the Oculus vr service in task manager, services.

Or launch DCs with "dcs.exe --force_disable_VR"

Obviously this means playing in 2d.

The Oculus software us how the computer knows how to use your device, it takes care of everything that makes VR work.

Without these services and program's running in the background a VR headset is nothing more than a blindfold if a paper weight.

Of course my aim is not this.

I want it to run as a backgrund task.

Oculus requires Home to be running when launching VR with a Rift.

I just minimize it.

When you launch a game the Home fades out to gray, so it does not use a lot of resources whilst gaming.

With the newer version of Oculus Home I don't see Home fade anymore...I just minimize as you say.
