This should only happen if the DFLCC looses power and there is still hydraulic pressure on the system. On normal shutdowns, flaperon should stay down. F16FLCS-SME Posted September 23, 2020 Posted September 23, 2020 You are correct. The horizontal tails should be leading edge up as you can see in almost every picture of a parked F-16. Here the pilot probably cut power before engine spooled down completely so some hydraulic pressure remained.
